Introduction took place of Razack Tuel the new Administrator of Jort's Ferry.
Slaves were discussed in so far as attending the Vosk League meetings for serving purposes and it was agreed that the meetings will be limited to Administrators, The V.L. scribe and invited guests only.
The Vosk League Fort was again discussed as Fort Haskins was one of the locations nominated. It was decided that the fort would be tabled until a larger number of Administrators were in attendance. At that time a builder would be discussed for finalization as well.
CIeanth suggested an e mail be sent to ask the Administrators their opinions on the fort and it's location and builder(s).
The subject of the Vosk League Fleet of ships was brought up concerning their registration. It was recommended that a special meeting could be called for this topic. A letter can be sent to Wyldgriffen on the topic of the ships' registration and which registry.
Lack of attendance to the Vosk League meetings may correlate to the lack of attendance within the cities of the league. AT this point it was discussed that a hiatus for the summer months would occur due to the summer schedules of muns. There is also a lack of a majority to pass any votes in e mails. Ten responses are needed to pass any e mail voting. WE have around 6 responses to the e mails.
Simone set up a Vosk League Group site on Bebo.

A builder for the fort was discussed, and fees or non fees for their services as well. Discussion continued for the labor on the Fort project to be on a volunteer basis. It was the understanding of the council that Cleanth Uriel was picking up the initial costs on the project. Dar Anarion made a motion that each city of the League would share in the building costs for the Fort. It was seconded by Deaqon Magnus. A vote was taken and Marquis abstained from the vote. Marquis then offered 30 silver coin at the meeting to go towards the cost from his city. He mentioned the ships, and said that two a hand are being transferred for the Vosk League fleet. (Again there are many promised ships with no pending registrations.)

Simone brought up the issue of slaves allowed in to the official meetings for the Vosk League. This was discussed and the mention of slaves keeping issues confidential was also discussed as well as how open these meetings should be.
There was discussion on who is allowed to attend the Vosk League meetings. Also how many meetings are allowed to be missed before a city is removed from the Vosk League roster. Currently it stands at 2 meetings missed.
The charter was discussed and Deaqon suggested that the old charter be reread by all Administrators for possible revisions.
Simone suggested a survey could be sent to all Administrators on these topics for a group consensus.
Deaqon asked of the naming of ships and the Vosk League Fleet of ships. It was discussed that they belong to the Vosk League and no one city or Administrator. Discussion continued on their docking. Cabe Bracon spoke of his concerns for a legal contract to be drawn up concerning the Vosk League Fleet and their registration as an official fleet. (This needs to have all ships registered and many have not as of yet.) Each city committed ships and Deaqon Magnus discussed ownerships rites per ship offered from each city and their management by the city that donates them. Cabe Bracon again expressed concern over legalities. Deaqon and Cabe offered to work on the legal issues of the current plan to have a Vosk League Fleet of ships. The question of command of the ships was discussed and will autonomy be offered this appointed Commander? Cabe expressed many issues on pay for crews and any possible altercations with pirates.

Marquis DeBlade offered Hammerfest to be the host city for the September Vosk League Meeting as its annual Tournament of Warriors is held at that time.
Old Business:
Aaron Chardan reported on a builder and preliminary plans in the works for the Vosk League Fort to be built in Turmus. He commented that the builder (unnamed) wished to see the site before concrete plans were drawn up. The number of ships to be docked has not been established but an estimation may be all that is needed. (note* Simone has a list of pledged ship on the VL Fleet page listed in the Vision on the Vosk. Ship names and numbers are needed for some. pledged) Numbers of ships were discussed and Blood Plainsman asked if their use was for defense. Dar spoke up and added that their direction would come from the Vosk League. Fina pledged 10 ships to the Vosk League Fleet. Dar also added that there would be a rotation with regard to Admirals hired for the Vosk League Fleet. The ships will sail the Vosk to aid in the protection of the cities along the river. Tristan Verag pledged 15 ships for Turmus and Blood Plainsman pledged 35 from Whitewater, if they are needed. Kendar Agazzi offered the skills of an admiral that has both sea and Vosk River experience. Marquis DeBIade asked if he would be available to meet with the Vosk League Administrators.

Tafa is looking for an Administrator. Sais is administered now by Jeron Rhane.
The Lady Rasia (Karian Widow) from Kamras spoke to the League about establishing an alliance with the League itself rather than individual cities along its banks. She offers trade of wine at a reduced rate to the cities of the Vosk League as well as cities outside the League. She offered woods at a slightly increased rate from those already allianced with Kamras.

Marquis spoke up asking of guarantee if she is collared or someone else takes power over Kamras.

Blade made comment that a raid or betrayal could occur. Blade would suggest that she have a man represent and speak on behalf of Kamras. Wyldgriffon spoke up and said that there was a man in power at the time trade agreements were spoken of. Kendar asked of the En Sword representing their city.

Vosk League Meeting of Administrators held in Turmus

Vosk League Fleet of Ships:
Dar Anarion sent in his committed ships for the Vosk League Fleet. These ships may be named by the captains assigned to them. Wyldgriffon will speak to Jewel about having the Vosk League ships listed as a fleet, and belonging to the Vosk League. Magnus pledged ships from Tancred's landing. Presently he is awaiting the SRoG to provide the inventory of specific ships.
New Business:
Wyldgriffon offered an invitation from Jasmine to host a festival for the cities of the Vosk League the second weekend in August. All cities will be asked to host an event and offer prizes. Dar offered prizes from Ar's Station.

Vosk League Meeting of Adminitrators (Held at the Faires)

Vosk League Fleet:
Ships from each city will support the Vosk League Fleet. Wyldgriffon suggested that one ship be sent from each city by the start of the next hand and sent (name and ship type) to Simone. Damian Frost volunteered 25 ships. Dar asked if Sais had a fleet commander for these ships. He said one would be provided. *(we need registration numbers on ships sent.) The ships are also registered SRoG. It was discussed that a place to station them is needed or if they will be split in various regions of the Vosk River. Wyldgriffon suggested a patrol area that they would each patrol. Marquis DeBIade then offered 30 ships from Hammerfest. Marquis suggested that the ships be stationed at the mouth of the river near Turmus. Replacement ships perhaps will come for the other cities as needed since the 55 offered would make up the majority of the Vosk League Fleet or Armada.

Wyld spoke of a fort that would be constructed across from Turmus. Dar asked if men were needed to man the fort. Dar offered legionnaires and a centurion. Wyld suggested a rotation to man it. Marquis did not feel Turmus should have to help man it as they are directly across from the suggested fort. It was discussed having a seasonal change of command at the fort. A builder from Jasmine was suggested to contract the building of the fort.
Tafa:
Tafa's Administrator has been missing. Cities near Tafa will help look out and protect her till a new one is appointed, or the old one returns. Dariko Jaga said he would step in as needed till an Administrator is found.
Raider Story lines:
It was discussed to have a story line to get the role play rolling by having raiders. Blade suggested waiting until the fort has been built. This will test any weaknesses in the fleet. Wyld offered to have a plan by the next meeting.
Next Meeting site:
Turmus was suggested as the next meeting site as sit was to have had this meeting and everyone can see the surrounding area for the fort site.

Vosk League meeting of Administrators

1. After a long absence the Administrators of the Vosk River cities have come together to reinstate the Vosk League.
2. Each city will host a Vosk League meeting as was customary in the past, and held once a month on the first Thursday of the month.
3. Dar Ana'rion proposed that the River be patrolled by ships under the Vosk League emblem for the protection of all cities. He offered five ships to be manned by mixed crews from all the cities. Each city would contibute ships. Wyldgriffon made the suggestion of three ships (per city) and it was brought up that someone be appointed to command the Vosk League fleet. It was also noted that this commander not be an Administrator. The scribe will send a scroll to each administrator to get a complete roster of ships each will city will contribute.
4. Marquis DeBIade suggested that if any city miss two consecutive meeting that they be removed from the Vosk League and will have to apply to be reinstated.
5. Marquis DeBIade suggested that a Tournament of Warriors be held for the Vosk League cities.
6. Marquis DeBIade suggested that the Vosk League have a monthly newsletter to keep the cities informed on the happenings of the cities along the Vosk River. He asked if Simone Jaga would like to take charge of that.

October 12, 2002
Summary of the Ubars Meeting

1. Request from Port Kar, Admiral Erik Locke: for trade alliances with the Vosk League Cities. By majority approval of those present, it was found unrealistic for trade with Port Kar due to land/river restrictions as well as a lack of desire to become involved with Port Kar.
2. Vosk League Guards: It was noted that Lady Rachel Zaiy has several Vosk League guards (stated in her profile). It has been decided to recall the guards (and ask the Lady to please remove them from her profile). It was also noted that the Vosk League does not extend personal guards to any. Action after Meeting, the Lady was contacted, guards recalled and all it taken care of. (She has removed it from her profile.)
3. Forest Port / Woodhaven City Names. It was discussed if Forest Port and Woodhaven were actually the same city according to the Ancient Scrolls of Norman. Options to take should it be found they are actually, one in the same was:
Option 1: Recognize Forest Port as a separate, independent city of Gor, as stated in the Ancient scrolls, that there were many cities not mentioned but did exist. Also, allow them to petition the VL for membership.
Option 2: Request that Forest Port change their name in friendly discussions with the people already living there.
(Action after Meeting: It was indeed found that when Guardsmen of Gor was reprinted in the German edition, the name Forest Port was Woodhaven.)
4. Trevian Raids: Trevian have been attacking several Vosk League Cities, one being Woodhaven. After discussion with the Ubar of Treve, Cain Atreides, this was done without his approval and has in fact, reprimanded three men responsible for the Woodhaven raid. (OOC: It was decided that the Vosk League Cites would request prior notice or discussion concerning City Wide Raid SLs with Treve)
5. Silver Tarn / Silver Tarsk Issue: It was noted that in the Charter, Silver Tarn was used, and if this was correct legal monetary tender. Action after Meeting: Several sent information regarding the use of Silver Tarns. Notice from the Merchants Caste provided several scroll sections where indeed, Silver Tarns were used.
6. Vosk League Healers Caste: Mace Conon raised the suggestion of the Vosk League Healers having their own Caste organization. The idea was well accepted by all the Leaders present, and encouragement for the Healers of the Vosk League to move forward on this project. Cleanth Uriel did mention this was previously attempted but never completed by the VL Physicians.
7. Vosk League Key: It was approved that the key for the Vosk League Ubars would be VLOG.

Scribe Caste Meeting

At the Caste Meeting during the Vosk League Quarterly Gathering the cities of White Water, Victoria, and Jort's Ferry were in attendance. Several projects were suggested, including:
Project 1: A Vosk League Library, already under construction by Victoria.
Project 2: Regular meetings of the Vosk League Scribes to work on agenda to further the support of the Vosk League Cities.
Victoria offered to sponsor the next Vosk League Scribes Meeting.

Merchant Caste meeting

At the Merchant meeting held during the Vosk League Quarterly Meeting, Jasmine, Jort's Ferry, White Water and Woodhaven were represented. Two important matters were discussed. One, was the gathering of all items traded between our cities so that trade routes can be developed amongst us. A list will be compiled and shared with Member Leaders and Merchants.
Teresa LaCroix of Jasmine brought up the suggestion that we hold monthly trade bazaars on the docks of each city inviting those of the Merchants, Slavers, Artisans, Bakers, etc.
The following schedule has been set thus far:
December: Jasmine
January: Jort's Ferry
February: White Water
March: Woodhaven
Anyone wishing to schedule a time to host a bazaar should contact Casandra Tuel. Slots will be filled on a first come, first served basis.
For those Cities that do not have a merchant that wish to host a bazaar, a merchant will volunteer to host one for them.

Summary of the Ubars Meeting

1. Forest Port. It was reviewed, and confirmed, that Forest Port was an independent City of Woodhaven, and eligible to request admission to the Vosk League.
2. Vosk League Healers. Dracontias wrote up the Meeting GLs and the VL Healers By-Laws after their first meeting are in use. Will continue with updates to the Vosk League.
3. Tafa Membership in the Vosk League. It was voted upon, and approved with majority vote, that Tafa be admitted into the Vosk League.
4. White Water Membership. White Water will need to petition for membership with the death of Brakarus. Scrolls will be sent to the new Administrator and the En'Sword.
5. Vosk League Event. Motion to Hold a Vosk League Event that all Vosk League cities can plan and assist in the organization of the Event. Several ideas were tossed around. More discussion to be held at next meeting.
6. Next Vosk League Meeting. Next Vosk League Gathering to be held January 2003, in the city of Sais.

Summary of the Ubars Meeting

1. Forest Port. Was officially declared a separate entity city along the Vosk River and allowed to petition for placement in the Vosk League. Discussion has now ended by majority agreement and removed from Old Business.
2. White Water. White Water will need to re-apply to the Vosk League for admission from the current Administrator/Ubar.
3. Dual Homestones. Dual homestones by member(s) of the Vosk League was found to be unacceptable. Cities are encouraged to review such matters as needed, ant by the caste involved as well.
4. Vosk Port of Tafa. It was approved by the majority that an Emissary be sent to Tafa to get the ball rolling on Tafa's request to become more involved in Merchant affairs regarding the Vosk League.
5. Vosk League Event. Woodhaven offered to host a Champion of the Vosk Tournament to determine a City Champion for the Warriors. Competitions for VL Champion would be held once a year ( every three mun months ) with the event held in rotation of the Cities, first to be held in Woodhaven.
6. Merchant Caste Participation. Casandra Tuel, Vosk League Merchant Rep, was welcomed into the Leaders meeting to offer three proposals.
-1- The VL Merchant Representative be present at the Leaders' meetings.
-2- En Merchants of each city now elect the League representative for a two gorean year period.
-3- Setting up a storyline for some piracy on the Vosk.
Response to #1 was tabled for vote for the next meeting.
Response to #2 was that the Merchants caste was responsible for voting in their VL Merchant Rep.
Response to #3 was to discuss again at furture meetings.

1. Ship passage along the Vosk. Main discussion was on if Vosk ships could navigate along the Vosk, through the Delta (east of Port Kar), and to the Thassa. Information provided by the Leaders was noted as follows:
"No one had been found who would guide me into the delta of the Vosk. The bargemen of the Vosk will not take their wide, broad-bottomed craft into the delta. The channels of the Vosk, to be sure, shift from season to season, and the delta is often little more than a trackless marsh, literally hundreds of square pasangs of estuarial wilderness. In many places it is too shallow to float even the great flat-bottomed barges and, more importantly, a path for them would have to be cut and chopped, foot by foot, through the thickets of rush and sedge, and the tangles of marsh vine. The most important reason for not finding a page guide, of course, even among the eastern rence growers, is that the delta is claimed by Port Kar, which lies within it, some hundred pasangs from its northwestern edge, bordering on the shallow Tamber Gulf, beyond which is gleaming Thassa, the Sea." - Raiders of Gor, page 5-6
"On river barges, for hundreds of pasangs, I had made my way down the Vosk, but where the mighty Vosk began to break apart and spread into its hundreds of shallow, constantly shifting channels, becoming lost in the vast tidal marshes of its delta, moving toward gleaming Thassa, the Sea, I had abandoned the barges, purchasing from rence growers on the eastern periphery of the delta supplies and the small rush craft which I now propelled through the rushes and sedge, the wild rence plants. I noticed that one of these rence plants had, tied about it, below the tuft of stamens and narrow petals, a white cloth, rep-cloth." - Raiders of Gor, page 5
Vosk River runs from the mountain to the Vosk delta, and from there to the Thassa. It seems to run 350 miles or so of Delta straight line distance to Port Kar from Turmus and approximately 40 pasangs across at points. Gor's mightiest river, flowing thousands of pasangs in a slightly southwesterly direction from it's source in the Voltai Range to the marshes of the Vosk Delta, the Tamber Gulf, and on the the Thassa, it rampages across most of known Gor, over forty pasangs broad. The scene of mighty naval battles involving fleets of warships, it is under constant threat from river pirates and cities who would control it's merchant trade. At the western end of the river lies the Vosk Delta, a vast marsh and swamp that is over five hundred pasangs (350 miles) long. The depth of its waters ranges from deep enough for an average ship to pass down to a few inches.
Subject was tabled for further discussion at a later time.
Reference ancient scrolls of Norman: The Vosk League, a political and protective alliance, was formed to promote trade interests by the towns along it's banks. See Vosk Book 1: Tarnsman of Gor, page 72 Book 15: Rogue of Gor, page 40 Book 16: Guardsman of Gor, page 235.
2. New Vosk League Merchant Rep. Kasmaira Krilon of Sais is the new VL Merchant Representative, as announced by Administrator Lrd BALKAR.
3. Proceeds from the Monthy VL Gatherings. Lord Balkar was asked by the Merchants to discuss the way the proceeds from the month meetings are done. Merhcants propose that the city gets 75% and the league gets 25%. The precentage is to pay for the patrols along the Vosk for VL Cities. Decision was not made at this time.
4. VL Merchant Rep Attendence at Leaders Meetings. It was voted upon, and approved by majority vote, that the VL Merchant Rep would not attend the Leaders meetings.
5. Forest Port Leadership. It was ageed that the VL Scribe would forward VL information to the new Ubar of Forest Port, Dane SaKoby, should he wish to partipate in the Vosk League.
6. VL Scribe Pay for Services. Item was ignored for the most part. Cup offerings for wages were meager. Administrator Bjorn provided his Vosk Bank of Tafa credit card to charge one gold. Administrator Aldon provided 1 gold tarn to the kitty, with much appreciation.
7. Welcome Tafa. Administrator Bjorn Zerik of Tafa was warmly welcomed by all into the Vosk League by the rest of the Administrators.
8. Application to the Vosk League by New Leaders. It was voted upon and approved by majority, that Cities with new leadership must re-apply to the Vosk League. Scribe will update the Charter to make sure it reads as such. (Currents leaders with new a SN for the same character do not have to re-apply.)
9. Old Business / Agenda. Administrator Khilintyme proposed that old business only remain on the league agenda for three months. The motion was carried and approved by the majority.
10. Application from Hammerfest for admission into the Vosk League. After review of the application for Hammerfest by 12 city Administrators, it was voted upon and membership approved for Hammerfest into the Vosk League, by unanimous vote.

Summary of Scribes Caste Meeting: The Vosk League Scribes caste discussed at length the desire to create a newspaper specific to happenings within League cities. Scribes Caste would like feedback from the Leaders and Scribes of all Vosk Cities.

Healers Caste meeting

1. It was again confirmed by the physicians present that we would make our selves available to support the Cities of the Vosk Emergent Medical needs. Travel by the patients is always preferred, though safe passage into another city of the Vosk is assured for any healer of the Vosk in a medical situation.
2. Follow up is needed on the once proposed Vosk League Physicians message board. Follow up will be done by myself with Klan and his girl beauty. The message board would not be utilized as a place to document patients treatments nor care.
3. Following up on the practice of communicating via brief missives with fellow healers when treating patients of their city. Letters are being written to Cities en' physicians, allowing them to know of the call and to provide follow up treatment. From those present this appears to be working fairly well. It is essential that at each meeting we update the list of Vosk League Healers, to enable that missive communication to continue.
4. Several questions where poised in how cities communicate amongst the healers of that city. Obviously communication of on going treatments, or the potential need for follow up or complications should be known by the other healers of the city. The need also includes knowing that we have patients staying overnight in the cities clinic. This topic should be brought up again at the next meeting, Perhaps cities will discuss this issue themselves. Enabling improved input by others.
5. Several questions where brought up, concerning head trauma and trauma in general. To that end, Jorts Ferry is hosting an educational seminar this Sunday, March 2nd, at 1PM. to assist in answering those questions.

1. Meeting Called to Order. Mace Conon of Jasmine, called the meeting of the Vosk League Leaders to order at the tenth Ahn, or close anyway, on the 4th day of First Hand of the Month of En'Kara (1) in the year 10,153 CA.
2. Proceeds from the Monthly VL Gatherings. Lord Balkar was asked by the Merchants to discuss the way the proceeds from the month meetings are done. The Merchants proposed that the city gets 75% and the league gets 25%. The percentage is to pay for the patrols along the Vosk for VL Cities. It was approved by majority approval that the proceeds will go to the Merchant's Caste and Ports would patrol their own waters. Approved by Majority vote.
3. Mun Support of War in Iraq by the VL Players. It was approved that a website for recognition of those being deployed, that role play in Gor would be set up. Jewel was volunteered to follow up on this with all offering help. Any and all help is appreciated. Approved by Majority.
4. Forest Port Leadership. It was agreed that the VL Scribe would forward VL information to the new Ubar of Forest Port, Dane SaKoby, should he wish to participate in the Vosk League. The information has been forwarded.
5. Application to VL Protocol. A membership application, including listing of all the cities that are eligible be kept in the VL scrolls (website). If non member, eligible cities are interested then they can choose to read it and apply. Approved by majority vote.
6. Monthly VL Meetings. It was discussed and approved that the meetings would continue on a monthly basis, allowing the Vosk Cites the opportunity to interact on a regular basis. Approved by Majority vote.
7. Vosk League Alert. Cleanth Uriel brought to the attention of the VL, that one of Woodhaven House Leaders, Rayvynex, was poisoned on a visit to Tancred's Landing by some vengeful travelling merchant, by the name and description of Scrodanicus. The man was last rumored to be in Jasmine.
8. First Annual Vosk League Regatta. Khilintym announced that Sais will be holding the First Annual Vosk League Regatta, April 27th - 29th. He encourages all to attend and take the time to visit the site set up for it. (See link above).
9. Vosk League Pirate / Raiding SLs. Asmodeus Deth brought up the discussion of the Pirate/Merchant SLs that was frowarded by the Merchants Caste, Casandra Tuel, and what the opionions were noted. It was noted that there are two types of SLs currently being planned and RPed, or could be set up for playing. One was centralized on the Merchants caste in Ship to Ship combat, where Pirtates would raid Merchant ships traveling along the Vosk. The second was the SRoG Raiders GLs that includes Raiders vs Ports. A recent example was the Raid on Hammerfest (see link for details on the RP and the Raid).
10. Capture the Flag. Dracontias presented the games 'Capture the Flag', Gorean Style. He offered the GLs to the VL for training and drilling our swords, and just a good time.

Old Business:
1. Sais: First Annual Vosk League Regatta. Sais is hosting the First Annual Vosk League Regatta, April 27th - 29th. Sais encourages all to attend and take the time to visit the site set up for it. (See link above). Dates and times were reviewed.
2. Merchants Caste Request Re-Vote. Proceeds from the Monthly VL Gatherings. It was approved by a majority vote the rental fees and taxes on exempt items from the trade bazaars would be split between the Merchents and VL Members as noted below. Item moved to closed business.
I read the Vosk League minutes on the League's message board and would like to make a clarification. The proposal of the League Merchants was not to split the profits from the League gatherings that each city conducts. It was an offer to split the rental fees and taxes on exempt items from the trade bazaars that are held along the River. These are two distinct and separate events. The monies would have been sent to you, the League, for any expenses, such as paying your scribe, patroling the waters between each city. - Casandra Tuel

The suspected man has not been seen in any of the Cities represented at the meeting. Tabled until Cleanth Uriel of Woodhaven can provide more information.
5. Application to VL Protocol. A membership application, including listing of all the cities that are eligible be kept in the VL scrolls (website). If non member, eligible cities are interested then they can choose to read it and apply. Approved by majority vote meeting March 24, 2003 in Jasmine. It was motioned, seconded and approved by majority vote that 10 days prior to the meeting, the new app has to be in for the VL Leaders to review, or is held till the next meeting for acceptance. Application to be presented at the next meeting for review.
6. Vosk League Pirate / Raiding SLs. It was reviewed that there are two types of SLs currently being planned and RPed, or could be set up for playing. 1. Application for Membership to VL - City of Ven. Administrator, Salter Steel. Scribe: Olevia Viada. Application previously sent to council. It was approved by the majority vote to accept Ven into the Vosk League as a member. Item moved to closed business.
2. Vosk League Ship Registry: SRoG / RoSoG presented by Aldon Tor. After a brief discussion it was approved by majority vote that the SRoG (Ship Registry of Gor) would be the representative registry for the Vosk League, to be reflected in the Charter. Item moved to closed business.
3. Updating the Charter. An update of the Vosk League Charter is needed to reflect changes/votes that occurred from the VL Ubars Meetings. Majority approved and agreed an update of the Charter was needed. Jewel will submit an edited Charter for review for the next meeting.
4. Status of Sulport in Vosk League. Death of Magnus Raidon. Second for Vosk League is AbaddonKro. Abaddon notified the VL that he would not be able to attend this meeting. Due to the Death of Magnus and preparations still being made regarding his pyre, and the absence of Abaddon, this item was tabled till next meeting.
5. Request by the PPBC (Predator's Pride Black Caste). Kazad Gurtha, Elder of the PPBC addressed those present regarding the Assassins Caste and setting up RP with the Vosk League Cities. It was agreed that this would probably fall under individual city participation, rather than the Vosk League as a combined whole.

1. Meeting Called to Order. Dracontias of Tetrapoli, called the meeting of the Vosk League Leaders to order at the ninth Ahn, or close anyway, on the 5th day of Second Hand of the Month of Selnar (1) in the year 10,153 CA.
2. Vosk League Alert. Cleanth Uriel brought to the attention of the VL, that one of Woodhaven House Leaders, Rayvynex, was poisoned on a visit to Tancred's Landing by some vengeful travelling merchant, by the name and description of Scrodanicus. It was reported that Rayvynex has recovered and is slowly taking on his responsibilities. If described Merchant is seen again, it will be reported to the entire VL. Item moved to closed business.
3. Updating the Charter. An update of the Charter, reflecting the changes and/or votes that occurred from the VL Ubars Meetings had been completed. Approved by majority concensus. Item moved to closed business.
4. Status of Sulport in Vosk League. Death of Magnus Raidon. Second for Vosk League is AbaddonKro. Tabled meeting 4/03. The new Ubar of Sulport, TervinleDrekheim was allowed to attend the meeting whereupon, majority approved the change in Leadership and Sulport as a continued VL Member. Item moved to closed business.
5. Sais: First Annual Vosk League Regatta. Sais hosted the First Annual Vosk League Regatta, April 27th - 29th. Khilintyme was a *tad* disappointed at the actual VL turn out and the fact the Trophy went to Ar. The Administrator *emphasized* the need to win the Trophy back at the next Regatta that will be scheduled. Item Tabled for continued discussions and planning.
5. Request by the PPBC (Predator's Pride Black Caste). It was clariifed for the Scribe, and agreed by Majority, that SLs involving the Black Caste would fall under individual city participation, rather than the Vosk League as a combined whole. Item moved to closed business.
New Business:
1. White Water Membership Application. Administrator, Blood Plainsman. It was approved by majority vote to accept White Water under the current Administration as a member of the Vosk League. Item moved to closed business.
2. Ven membership. City is now open again and noted as such.
3. Adminstration in Victoria. The High Council of Victoria has voted to accept Caldor Thiboult as Administrator of Victoria in the absence of Gallus Nikoli. The VL recognized that the HC of Vicotria removed his status and formally approved by majority, of Caldor Thiboult as the Vosk League Leader and records to be updated.

Response sent by Administrator Khilintyme:
The 2nd annual Vosk League Regatta will be held in Sais next year. Where the Vosk will hopefully win back the Trophy from Ar. It will be held next year at the same time as it was last year. In the following years to come after this next one. The Regatta will be passed to another Vosk League City to host, and then passed on in the years to follow giving each city a chance to host the Regatta. I was very pleased with how well the first one turned out and look forward to it next year as well.
3. Adminstration in Victoria. Caldor Thiboult has disappeared (deleted). Victoria requests approval for the new Admistrator, ThadiusxKain and City to remain in VL. Item was approved by majority vote and moved to closed business.
New Business:
1. City of Ven. Application for Vosk League, Administrator Cougar Justice X. Approved my majority vote and moved to closed business.
2. LBGor (Licensed Builders of Gor). Caste fiasco. Clarification on LBGor with regard to the SRoG. SRoG has not changed any GLs or formats, and is not dependent upon LBGor. Information was provided to the Leaders, and found it did not directly effect the VL.
3. August meeting. Meeting will be held in Ragnar's Hamlet, hosted by Tev Stratton. Date to be scheduled.
Each member attending and the scribe, was gifted a clepsydra (water clock) from Administrator Tev Stratton.

Tev Stratton suggested that the Scribe (Jewel Bane Ravyn) set up the meeting schedule for all future meetings of the VL Ubars AND that these meetings and/or gatherings would fall on the Third Thursday of each month. 3. Vosk League Championship Spars Cleanth Uriel brought to the members attention, it was time again for another VL Championship Spar. It was approved by all present that Woodhaven would sponsor the October VL Meeting to include the Championship Spars.

1. Application to Vosk League Sponsorship. It was motioned by Mace Conon that cities provide a current VL City sponsor as a point of contact and reference when applying to the Vosk League for membership. Approved by majority vote and moved to closed business.

1. Meeting Called to Order. Ubars alled the meeting of the Vosk League Leaders to order at the ninth Ahn, January 26, 2004.
2. City of Lara's application to the Vosk League. Contacts: Lojal Heftig and Lady Lahira. After reviewing several maps for accuracy, Lara was found to be located at the mouth of the rivers Olni and Vosk, located between the two branches of the waterway. White Water being the closest Vosk port to Lara. It was agreed that a meeting between Lara and the VL cites as per protocal would be needed to meet the Leaders. Will be kept on the agenda until a few VL ports have met with the people of Lara.
3. Position of Vosk League En'Scribe. It was agreed by all present that Jewel Bane Ravyn would continue as the scribe for the Leaders of the VL and their meetings.
4. Vosk League Allied City Addendum. Proposed by Dracontias, Ubar of Tetrapoli. Purpose: To incorporate non-Vosk League Cities into the Vosk League. Intent: To increase trade/military alliances between the Vosk League Cities and Non-Vosk League Cities.
Requirements for Admission as a Non-Vosk League City Ally
A City that is not on the Vosk River
A City that has established trade/military alliance with a Vosk League City
A City needs a Vosk League City in good standing to be sponsored for Admission Vote by the Vosk League Administrators
A City that is willing to participate in Vosk League events
A City that is willing to support Vosk League decisions made by the various committees
Restrictions for Non-Vosk League City
A Non-Vosk League City has limited voting rights on Vosk League issues
Non-Vosk League Cities can only lobby for a new Vosk League City applicant (see Vosk League City Acceptance in the Vosk League Charter)
Non-Vosk League Cities do no have voting rights in internal Vosk League affairs. *Caveat – They may lobby for aspects of upcoming voting issues.
Non-Vosk League Cities may call for a vote or meeting of the Vosk League Administrators on issues of concern
Non-Vosk League Cities must adhere to the By-Laws and Guidelines of the Vosk League

Vote was taken and all Leaders voted in favor of the Vosk League Allied City Addendum. Application for VL Allied city should include; explanation of the rules, a copy of applying city's export list, and a meeting to be setup with the Vosk League members for an informal interview. Dracontias offered to draw up the form for the application. Jewel will add the addendum to the Vosk League Charter.
5. Major SLs Involving the Vosk League. It was re-stated, confirmed, re-announced for clarity, that all Major Story Lines that involved the Vosk League as a whole, must come through the VL Ubars for approval before being acknowledged.

No old business was discussed during this meeting.
New Business:
1. Request by VL Merchants to speak regarding the Addendum. The Merchants requestedd to speak at the next VL Meeting to be held in Sais, regarding the trade part of the new Addendum. Those present agreed to let Al Jilhida speak during the Leaders meeting, in lieu of the absence of Linette Kanzah. Merchant Jilhida informed the leaders that the En'Merchants of the VL have choosen to veto any trade addendums to the VL Charter on the grounds that they had insufficient time to do what was needed. Another concern voiced by the Merchants was "How could the merchants of the league...In a way be force to trade with other we wish not to trade with." Lastly, the Merchents felt they were not fully consulted regarding the trade issues of the new addendum. At great length the leaders present discussed the aspects of the VL Charter regarding military and trade issues. (Please see log) The vote on the addendum was rescinded via mutual discussion, to be rediscussed with the possibility to be voted upon properly.
3. Issues of Voting. Serveral points were made on voting. Via scroll (email) for more urgent issues, and voting during the VL Meetings. It was agreed this would be tabled till the next meeting. (Please see log)
3. Issues Accountability. Motion by Crison Statler: If a city is not participating.. on whatever level after a certain period of time, they should be accountable for that. A form of some accountability to be written into the charter. Motion second, and tabled for next meeting. Crison Statler offered to write up some proposed accountability guidelines and float them out to everyone to chew on before the next meeting. Offer was accepted.

Summary of the Ubars Meeting
Present: Cougar Justice X, Dagher Bowie, Dracontias, DragoMas, Jorunn Raagstad, Lrd BALKAR, Mace Conon, Tev Stratton, Wyldgriffon
Scribe: Jewel Bane Ravyn in attendance.
Others: Al Jilhida and Linette Kanzah of the Merchants Cast in attendance for discussion on the Addendum.
Old Business:
1. Vosk League Allied City Addendum. Proposed by Dracontias, Ubar of Tetrapoli. Purpose: To incorporate non-Vosk League Cities into the Vosk League. Intent: To increase trade/military alliances between the Vosk League Cities and Non-Vosk League Cities. Administrator Dracontias took the floor to discuss the Addendum in detail, questions on the Q system. Please see the log of the meeting for details.
After a lengthly discussion by all present, including the Merchant Reps, it was agreed that the Proposal would be re-vamped/edited by Administrator Dracontias and the Merchants of the Vosk, and then resubmitted to the Leaders Council and tabled for future meetings.
No other Business was discuss do to the length of this agenda item.

Vosk League Meeting held in Jula
April 21, 2004
Summary of the Ubars Meeting

Others: Merchants Casandra Tuel, Linette Kanzah of the Merchants Cast in attendance for discussion on the Addendum.
Business Presented:
1. Announcement of name change of Darks Village to Jula. Damon Galus announced that Darks Village has changed its name to Jula. Nothing else has changed, Jula is still located on the southern bank fo the Vosk, across from Jamsine which lies on the north bank.
2. The Status of Vosk League City, Ven. Cougar Justice X has retired from the position of cit Administrator. Now in his place is Mantioc Khan, who will petition for acceptance into the league once more. Jewel Bane Ravyn is currently residing in Ven as well. Application still being completed.
3. The Status of Vosk League City, Port Cos. Port Cos no longer shows Kalmak as being there, nor his En Sword. It has been over a month since he disappeared (deleted) and nearly 4 since hearing a word from him. Currently the port is occupied by a new group, who plan on petitioning the VL for acceptance.
4. Merchants Address to the Vosk League. Casandra Tuel and Linette Kanzah. Following is a brief summary, please read log for other important details. It was first noted that Dracontias was not present, but the edits to the proposal of the Addendum to the knowledge of Mace Conon and Tev Stratton had not been completed. Tev Statton requested a general idea of VL cites support toward the Addendum currently. Asmodeus Deth motioned that he would like to hear and have it documented that the Merchants did speak.
The Merchants were allowed to enter and speak at this point. After a brief history, the Merchants stated they would embargo the VL should the Addendum be passed, (see log details). A rather heated discussion continued.
Final comment on this was that the Addendum as it stands now, could be re-introduced into the Vosk League for consideration upon revision.

1. Membership of Tafa into the Vosk League. It was agree that the vote would be done by scroll since so few were in attendence, per previous decision to include new member votes by scroll.
2. Membership of Tafa into the Port Cos. Will wait for them to resubmit their application. They have already been contacted to do so.
3. The Kirk Strongbow SL. Was mentioned that last time this was brought up, it would be largely decided by the entire VL should any thing come of it.

SLs involving the Black Caste (PPBC) would fall under individual city participation, rather than the Vosk League as a combined whole. (5/29/03)
City of Sulport was approved by the majority, to be a continued new member under the leadership of TervinleDrekheim. (5/29/03)
The Vosk League Charter was updated to reflect current changes from previous VL Ubars Meetings. (5/29/03)
Vosk League Alert. A travelling merchant, by the name and description of Scrodanicus was reported on attacking VL members, but has hence been untraceable. If described Merchant is seen again, it will be reported to the entire VL. (5/29/03)
Merchants Caste Request regarding proceeds from the Monthly VL Gatherings. Rental fees and taxes on exempt items from the trade bazaars would be split between the Merchents and VL Members. (4/20/03)
Vosk League Pirate / Raiding SLs. Majority approved that it would be the decision of individual cities as to what type of SL they would like and to contact the appropriate person. (4/20/03)

The SRoG (Ship Registry of Gor) would be the representative registry for the Vosk League, to be reflected in the Charter. (4/20/03)

Old Business / Agenda. Old business will only remain on the league agenda for three months. (2/27/03)
Forest Port. Was officially declared a separate entity city along the Vosk River and allowed to petition for placement in the Vosk League. Discussion has now ended by majority agreement and removed from Old Business. (1/12/03)
Dual Homestones. Dual homestones by member(s) of the Vosk League was found to be unacceptable. (1/12/03)
Request from Port Kar, Admiral Erik Locke: for trade alliances with the Vosk League Cities. By majority approval of those present, it was found unrealistic for trade with Port Kar due to land/river restrictions as well as a lack of desire to become involved with Port Kar. (10/12/02)
